We were delighted to see around 120 supporters on the day, and here is our full statement for anyone who couldn’t make it:
“The campaign to save the fields behind us has gone from strength to strength and continues to grow as more and more people realise what they stand to lose if the Gleeson’s Planning Application is approved. Over 1300 people have objected to the application and fewer than 100 people have supported it. This is amazing and we would like to thank every single one of you who have submitted your objections. You are the true stars of our Campaign.
It would be very easy for us to rest on our laurels and wait for the Planning Committee in May but PFWBR know that we need to keep our profile up locally so that our voice is heard. The Village of Angmering has seen 22 housing schemes approved by Arun District Council with 1,263 houses built in the last 3 years.
It is now abundantly clear to us that there isn’t sufficient infrastructure to support this growth. Our roads are jammed with traffic, our health services are on their knees, our schools are over-subscribed – it is quite simply unsustainable. The 190 new homes proposed by Gleeson on prime agricultural land will be the straw that breaks the camel’s back. We cannot stand idly by while those in power make the decisions for us.
Gleeson’s Planning Application for Land West of Bewley Road could be decided in May. However, there is a glimmer of hope! On 31 January, the government launched its consultation on the Land Use Framework (or LUF) for England which they say will give “ decision makers the data they need to protect our most productive agricultural land, boosting food security in a time of global uncertainty and a changing climate”.
PFWBR are excited by the LUF, which is likely to be ready this summer, because we believe it will have significant bearing on the determination of Gleeson’s application. The LUF together with devolution, which will create a unified Sussex region, will enable Arun District Council to strengthen its emerging Local Plan by protecting prime agricultural land like the fields behind us. Arun District Council, will also be able to advocate more strongly for a proportion of its housing targets to be achieved in more suitable sites across the wider region.
We have therefore written to the Case Officer, who is also the Head of Planning, to respectfully request a meeting to discuss whether the Outline Planning Application can be deferred until the final version of the LUF is published later this year. We hope our request will be viewed favourably, in the light of the vast number of objections that the application has received to date.

We are gathering for another demonstration this Saturday to protest against the proposed development of 190 houses on ‘Land West of Bewley Road’- 39 acres of high quality, productive farmland.
The number of objections submitted now exceeds 1300, and we are determined to keep the pressure on Arun District Council to reject the application. A decision could be made as early as next month.

The new Case Officer for this application is Group Head of Planning at Arun District Council, Neil Crowther ([email protected]).
Our group is calling for any decision on the application to be deferred until after the government’s consultation period for the National Land Use Framework for England. The government say the LUF will empower “decision makers with the toolkit to protect the most productive agricultural land and boost food security”, and it will therefore be a significant material consideration in the determination of planning applications involving Best and Most Versatile (BMV) land, such as ‘Land West of Bewley Road’.
The application could be considered at the Planning Committee Meeting on 26th March, but this has not been confirmed.
19th January 2025
An email (dated 26/11/24) from Nexus Planning (working on behalf of Gleeson) confirms they agreed to an extension to 21st February, meaning that the decision could potentially be taken at the Planning Committee Meeting on 19th February.
PFWBR has been unable to obtain the name(s) of the specific case officer(s) working on this application, but have been informed that if anyone has any questions relating to the application they should be directed to Neil Crowther ([email protected]) and/or David Easton ([email protected]) at Arun District Council.
Finally, a district council’s refusal to grant planning permission for a proposed development in Kent gives us cause for hope:
The scheme in Minster for 115 houses has similarities to Gleeson’s proposal for “land west of Bewley Road”. Reasons for refusal included the loss of prime agricultural land, increased risk of flooding from the sewer network, possible congestion and impact on existing residents.
One objector said: “Minster has provided more than its share of new housing consents already and cannot sustain additional traffic and pressure on local services.”

The new ‘Target Committee’ date on the Arun District Council planning portal is 26th March 2025, and we have been informed by ADC that the decision will not be taken at the Planning Committee meetings in January.

A decision will not be made until 18th December, at the earliest, and comments can be submitted right up to the day of the Planning Committee Meeting.

There are approximately 1150 objections to date.
There is now a ‘Target Committee’ date of 18th December 2024 on the planning portal. We believe this is the earliest date on which the application could be decided, but it is not yet confirmed.
Last week we were informed that the case officer, Leanne Richardson, is currently unwell and not working.
Several questions, including the status of Ms Richardson’s report and whether there has been any response from Natural England, have been forwarded to David Easton (Strategic Development Team Leader).
11th October 2024
Official deadline for comments on the planning application. As of this evening there were 1077 objections on the portal. We have been advised that comments can still be submitted beyond this date.

The deadline for comments has been extended again- it is now Friday 11th October.

We have been alerted to the change of deadline for sending comments to Arun District Council. Previously it was Thursday 19th September, it has been extended to Saturday 21st September.

Several members of our group attended the public meeting of the Angmering Parish Council Planning & Infrastructure Committee, and a statement on our opposition was presented.
Following discussion the Committee agreed to unanimously OBJECT to the application.
Angmering Parish Council said: “A full response to be submitted to ADC will be drafted by the Clerk and Planning Consultant for approval by the Committee.
APC will work with the community to prevent development on this open farmland.”
